The storyline:

2019. the world is on the brink of absolute destruction. Tokyo shimmers with technoir fetishism, gangs of cyberpunk bikers cruise the sprawl of the post-atomic city and rioting crowds surge under the neon-topped buildings looming a thousand storeys into the sky. The bikers tetsuo and kaneda two friends, no good ones, become involved into an government restricted program named akira. Akira is a lifeform which has very much power; so it is expected to be the ultimative weapon against any kind of war hanging like dark clouds over japan. The program finally fails because of two kids, which are non conform to the system but never expressed this before.
