TargetD64 is preconfigured for VICE emulator. With the Win32 binary distribution come optional configurations for CCS64 V1.09, CCS64 V2.0 (beta) and C64S 2.52. You can configure TargetD64 on your own for any other emulator.

One final tip about the main reason of errors:
TargetD64 by default calls the emulator after processing. This means the emulator executable or shellscript (batchfile) must be on the execution path. For the preconfigured TargetD64 this is the executable x64.
