The Agency might be best compared to the FBI of nowadays. They are law enforcement, but they also have their hands in Research and Development to some degree. The Agency comes in when local law enforcement meets a dead end or requests their assistance, or when a crime spans more than one jurisdictionary territory.

The head of the Agency is the Office of Directors; each Director is chief of a division in turn. Divisions are usually cut into Sections, which are in turn headed by Assistant Directors.

For Borderlines, it's the Criminal Investigative Division, which currently has seven Sections.

The Chimera team belongs to Section 7, which is Smuggling and Piracy.
