Really a FAQ is the question on how to generate the static wikipedia if one only owns a Windows system and no Linux one. The official answer to this is: It is not supported and will probably not work. And I won't support you trying.
Interestingly there seem to be people who can not be discouraged by such an answer. One of them ( user illya reachable on gute-startseite.de ) has actually provided a short write up on how to convert at least a pictureless version.
First the original:
Ganz simple, ich habe mir Active-Perl
heruntergeladen, zur Zeit ist folgender Link aktuell:

und zum testen noch omnicron server. ActivePerl ist mit

Der server ist nicht wichtig, den habe ich mir zu testzwecken
noch eingerichtet! es reicht nur active-perl!
dann habe ich mir
folgende datei gezogen:

entpackt und anschliessend mit einem
text-editor die parameter eingestellt, fertig!
gestartet wird das
ganze über Start --> Eingabeaufforderung mit:

modifizieren, das hat mir alles sehr gut gefallen, konnte/habe es

ich habe auch schon versucht die bilder mit zu
integrieren, allerdings erstmal als link, da ich aber die
sonderzeichen vergessen habe, muss ich es nun noch mal durchrödeln,
das dauert .... naja bei mir dauerts momentan ca. 9000 sek. ist aber
voll ok!
als OS nutze ich windows XP.
