The USO absolutely separates the exercise of political power from the Armed Forces Command . Officers serving in the Government have no command authority and vice versa . Prime Example : Charles CLXII of Valois, is as Admiral of the Fleet also Commander - in - Chief of the USO Naval Forces , but has no seat on the Security Council , while George Hagen Burggraf v.Domstein ,  Chief of the General Staff , Alessandro Benedetto di Nava Rona , EXEC VI , Quartermaster General and Helmut Wilhelm Moltke Graf von Spee ,  EXEC VII, Vice Admiral , Military Intelligence , do have seats on the Council but do not command combat forces , but government offices .

In case of war or immediate defense readiness , the Security Council , according to the guidelines defined by the Chancellor , implements the strategic goals through the Defense Ministry . Orders from the political hierarchy then go to the Chief of Staff , who organizes the Field Commands and defines the tactical guidelines the Field Commands should accomplish . The Armed Forces are " mission - oriented " , not " command - oriented " . An Admiral , e.g. might give an order to a Captain to fulfill a mission with a certain objective . The way to accomplish it is the Captain's responsibility . This system liberates much of the traditional command drag .

These traditions are very old and precede Imperial times . Some historians say they were first conceived by an ancient Generals named Von Seeckt and Guderian on the planet Dschermanny ( Position unknown ) .
