In the year 500 G.E. , 127 planets in 93 star systems were fully colonized and convened for a multiplanetary conference about the future political organization of the Siwanna sector . The meeting was held on Orghon IV and decided on the establishment of a mutual defense league and centralization of governmental functions . The resulting league was named the Lemurian Maquis , giving honor to the earliest settlement in the sector , Lemuria III , in the Hannibal system .

Orghon IV was renamed " Tamanium " and rebuilt as central governmental and representation world with splendor unmatched for millennia .

Political and social structure : Each planet was represented , depending on population , by between one to five Tamraats , with the exception of Lemuria III and the Tamanium ( former Orghon IV ) which elected ten each . Each Tamraat had seat and vote in the executive council on Tamanium , named the Collegium Maximum . The Collegium Maximum elected a central government of 14 secretaries , the Sector Consuls , which were referred to by the honorific title of " Maghan " ( about equivalent in Galach to : " Lord " ) . The Sector Consuls were referred to as Sequestors I to XIV , lower number indicating higher status . Socially , a lighter version of the rigid Faufreluches ( the imperial class system ) was observed on a basically feudal power pyramid , although the Tamraats were democratically elected , no hereditary destined . For many centuries , the Lemurian Maquis and the whole Siwenna sector were a sphere of peace and freedom in the Empire
